Abstract

The historical perspective of mass gatherings is reviewed and similarities between modern and historic disasters are identified. Previous legislative changes have tended to be reactive to a mass gathering disaster. Current legislation and good practice guidance concentrates on prevention and high standards of safety. Detailed careful multi-agency planning is required for all significant mass gatherings in an attempt to minimize risks and maximize safety. Integrated emergency planning is essential in dealing with the evermore complex and challenging mass gatherings.
