Abstract

Since the enactment of the Act on the Punishment of Act of Arranging Sexual Traffic in 2004, the crackdown on prostitution by police has been continuously promoted to prevent it. In order to strengthen police crackdowns on prostitution, it is should be investigated and solved that the problems faced by police officers who control the prostitution directly in the field and the necessary remedies. In this study, an open questionnaire survey was conducted for police officers who are in charge of the crackdown on prostitution, and the improvement plan was drawn up. Also, the police crackdown on prostitution is analyzed by examining the official statistics related to prostitution. As a result of analyzing the current status of police crackdown on prostitution, the number of crackdown cases increased by 2009, but it has decreased continuously since 2010. The reason for this decline is that police and prostitution crackdowns in 2009 and 2010 were unified in the competition system internally, and crackdowns on prostitution and investigation were diverted. In addition, the number of detainees who have been arrested through police crackdown on prostitution has decreased rapidly since 2006. The reason for the decrease in the number of detainees is due to the merit system of police who are in charge of crackdown on the prostitution and the decline of crackdown on serious prostitution which corresponds to the constraint. In other words, cracking down on simple prostitution cases that are easy to perform is being made. As a result of analyzing the survey, the crackdown on prostitution of children and youth should be made by priority to strengthen the police crackdown on prostitution. Also, the manpower dedicated to prostitution in the police should be expanded and incentives should be given to them. It is necessary to take measures such as unification of a crackdown and investigation on prostitution, expansion of support for a crackdown on prostitution, establishment of a team dedicated to prostitution, and development and dissemination of technology to support a crackdown on prostitution. In addition to prevent prostitution, measures are needed to strengthen administrative regulation on free industries, continuous post management after crackdown on prostitution, regulation of mobile application, network construction to share prostitution information.
