Abstract

Dealing with intoxicated people reported by 112 emergency call is one of the biggest difficulties among patrol officers who are responsible for the safety of the public. Many studies pointed out that this should be improved, but it did not improve sufficiently. Therefore, this study analyzed the results of the questionnaire survey of the patrol officers in the nation in order to find the improvement that can reduce the burden on the patrol officers. The result showed that the proportion of the reports related to the intoxicated people was very high in the 112 reports processed by the local police officers. In addition, the most common type of reporting was a report on the protection measures for intoxicated people and the disturbance occurred by them. However, there is a lack of emergency medical center required for the protection measures, and police officers have experienced refusal from 119 rescuers and hospitals. The patrol officers 'complaints related to the burden of unexpected situation during the measures, the police officer' s stress and injury caused by intoxicated people, and insufficient places to turn over intoxicated people. In addition to the results of this analysis, necessary implications for the improvement from the viewpoint of the police practitioner were suggested. Above all, it is necessary to expand the medical facilities that can treat and protect them and to strengthen cooperation with fire departments, local governments and medical institutions since police officers who are the first to judge protection measures are not medical professionals, In addition, police officers are burdened with liability as a result of the protection measures. The introduction of immunity, such as foreign countries, should be reviewed or at least a clear set of responsibilities should be made. Finally, legislative efforts including enactment of the intoxicated people protection act also be recommended.
