Abstract

One of major responsibilities that police officers must do is to maintain public peace and order and protect citizens' property and safety. Accordingly, they work for protect peoples' life and safety from disasters on grounds of Misfortune and the safety supervision basic laws and Police Disaster Management Rules. Disasters in past time are mostly natural disasters which are forest fire, flood, and tornado. However, disasters in recent days are terrorism, Aids, collapse, traffic accident that the majority are the social disaster which actually threats the society a lot. Moreover, these social disaster nationally makes a massive damage and costs tremendous rehabilitation expense so that current disaster management put preparation and prevention for disaster before dealing with disaster. The most important point for prevention of disaster is the intelligence and cooperation. In the past, Central Departments which generally controls national disaster such as The Ministry of Public Safety and Security, Ministry of Security and Central Administration organize into centrally policy functioned so that compare to national police agency, they lack capability to research, handling and to gather information. Even though they need police agencies' cooperation in information, because they are different in government organization, there was no active cooperation between police agency and department of disaster task. Importance in sharing police information consists in controlling national disaster can be recognized as we saw a examples of failure such as Mers incident in South Korea, 911 in United States. A nation's administrative organization is exist for every citizen not for existence and profit of a single organization. Plus, collected information also should not be monopolized by a single organization but should be relevantly provided to a place where seriously needs it. Modern Police have to collect and analyze a information which central administrative organization difficultly gets and prevent the disaster and also contribute to citizens' safety and existence of nation. Police information not only helpful to prevention of disaster but also to recovery, response and preparation for disaster. The solution for utilize and collect polices' disaster information is as in the following : Firstly, examination for statute revision is urgent as range for police intelligence activities need to be expand from intelligence operations into Disaster Management information. Second, Institute where provides policy information needs to be develop from major policy authority such as The blue house, Prime minister's office into directing institute like Ministry of Health & Welfare, Ministry of Land, Infrastructure, and Transport and Ministry of Government Administration and Home Affairs when disaster occurs. Thirdly, improvement of personnel management system such as employment of disaster specialist, reform of employment system must be paralleled for retainment of polices' professionalism of disaster field. In short, just like role of police has been changed as the demands of the times, police have to do not only maintain public order but also protect citizen and country from disaster. In order to achieve this goal, police should fortify professionalism for disaster and should put efforts on alteration from power-centered intelligence operation function to service-centered intelligence operation function.
