Abstract

Many prior studies have focused on controlling and monitoring disaster prevention efforts while lacking post-performance assessment from the perspective of residents. The aim of the present study is to investigate ex-post performance in past and current disaster prevention in Taipei. We reviewed practical implementation experience and the literature on ex-post performance evaluation. The authors then applied a survey-based method to collect input from community leaders who participated in disaster prevention and relief projects. Structural equation modeling was used to clarify the relationship between various constructs and to determine the impact of construct interaction on ex-post performance outcomes. We further constructed a two-dimensional grid to prioritize performance evaluation indicators providing practical implication to ensure sustainable improvements to ex-post performance effectiveness of disaster prevention. For those who 'have participated in a disaster prevention program' and those who 'have never participated in a disaster prevention program', the ex-post performance index of the former group is 7.63% higher than their counterpart, showing the importance of disaster prevention program in affecting ex-post performance and effectiveness. The development of a satisfaction/performance index system can facilitate governments in the post-performance evaluation of disaster prevention.
