Abstract

In Hong Kong, young people's use of illicit drugs has become an issue of great public concern. Although the number of young persons below the age of 21 who were officially recorded as taking drugs dropped from 3,474 in 2008 to 1,223 in 2013, this included 53% of young persons reported to have taken drugs only at home in 2014 compared to 13% in 2006 (Narcotics Division 2014). It is likely that many young persons who use drugs are not reported, and, importantly, their experiences are unvoiced.
