Abstract

There is a constant at the heart of xenophobic violence: The fundamental otherness and its linguistic expression, which allows to construct the other as a 'stranger'. The politicisation of group prejudices (linguistic xenophobia) constitutes an essential factor in this process. 'Xenophobic' violence in Benin between inhabitants from different regions has remained sporadic despite the structural character of its sources. Since 1960, different strategies have been developed and translated into national policies or pragmatic rules within the political game to curb the exploitation of primary affiliations. The political development of Benin shows that acknowledging triple identities - ethnical, regional and national - their pragmatic integration in the mode of governance at the top of the state as well as their use as political resources in the process of state construction itself constitute an efficient channel for managing constant sources of conflict and violence in multiethnic states.

Au cœur de la violence xénophobe, il y a une constante: l altérité fondatrice et son expression langagière qui permet de construire l autre comme un étranger. Dans ce processus, la politisation des préjugés de groupe (xénophobie langagière) constitue un facteur essentiel. Au Bénin, les violences xénophobes entre Béninois de régions différentes sont restées des phéno- mènes sporadiques malgré le caractère structurel de leurs sources. Depuis 1960, différentes stratégies ont été développées et traduites en politiques d Etat, ou en règles pragmatiques du jeu politique pour contenir les dérives de l exploitation à des fins électoralistes des appartenances primordiales. L évolution politique du Bénin montre que la reconnaissance de fait de la triple identité, ethnique, régionale et nationale, leur intégration pragmati- que dans mode de gouvernance au sommet de l Etat et leur utilisation comme ressources politiques dans la construction même de l Etat, constituent un canal efficace de gestion des sources constantes de conflit et violence dans les Etats multiethniques.
