Abstract

The City of Liverpool Council has worked with The University of Liverpool and Liverpool Health Service in a tripartite Health Impact Assessment Capacity Building Project - 'Making an Impact.'

The Project had an aim to build 'Health in All Policies,' and was led by the University of Liverpool.
Project objectives

To build capacity for HIA within the municipality and health organisations.

Undertake HIAs on behalf of the organisations.

To facilitate and support HIAs undertaken throughout the organizations.

Monitor and evaluate the project's effectiveness and efficiency.


One such HIA was undertaken on the newly produced 'Liverpool Cycling Strategy 2013,' which had an aim to: 'To get more people cycling, more often.'
Vision
'Liverpool will be a city where cycling is a popular mainstream mode of travel for local journeys with routes which are safe, convenient, accessible, comfortable and attractive for adults and children.'
Objective
'Increase levels of cycling within the city to 10% of all trips by 2025.'
Rationale
Commissioned by Public Health, the aim of the HIA was to explore and examine the likely Health Impacts, positive or negative, by offering a systematic and robust analysis of identified Health Impacts.

The HIA focused on the wider Determinants of Health as identified in the Social Model of Care.
Method
HIA screening (using the Liverpool Screening Tool) included evidence gathering; literature review examining cycling and health; policy analysis, community profile, impact analysis. theme analysis and recommendations.
Conclusion
The HIA concluded that the strategy is likely to have a positive impact on the population of Liverpool. Five recommendations were developed through this HIA to support the implementation of the Strategy. Although there was a very limited time resource to undertake this HIA, a prominent City Council or has agreed to support and encourage the implementation of the recommendations of this HIA. The HIA was undertaken at a time of political changes for cycling. It was however, accepted positively and all recommendations were agreed to be implemented.
