Abstract

This paper treats an evacuation behavior simulation from inundation. We calculate a expansion of flood flow with 2-dimensional unsteady flow model, and the emergency evacuation behavior from the inundation is simulated by using Multi-agent model. Multi-agent modeling is a computational method that allows building an artificial environment populated with agents which are capable of interacting with each other. In this paper, we investigate the influence of the physical environment and the properties of evacuees on the evacuation results. Through the simulation and the analysis by design of experiments, it is shown that the existence of evacuation building to evacuate temporarily besides the evacuation center is effective for a inundation disaster.

Vernacular Abstract

長野市南部を対象として,計画高水位を上回る水位が観測された1999年8月の洪水の千曲川水位を基に氾濫解析を行い,マルチエージェントモデルを用いて破堤による河川氾濫時の住民の避難行動についてシミュレーションを実施した.シミュレーション結果に対して実験計画法により避難行動に影響を及ぼす要因を分析した結果,避難場所とは別に一時的に避難できる避難建物の有無が避難完了者,被災者,避難完了時間の全体にわたって高い主効果を示しており,洪水氾濫による災害に対して,避難建物を指定しておくことが有効であることが判明した.
