Abstract

It is a welcome voice after all the frantic fulminations of the loud spoken "get tough" boys. It is constructive. Looked at in this light, it would be just about as consistent to advocate the repeal of the Ten Commandments because there is still lots of sin in the world as to throw back to the Criminal Courts children and youth because Juvenile Courts are under supported, ill staffed, and operate in communities where the constructive facilities and services for the conservation of childhood are weak or nonexistent.-- (WALTER SCOTT CRISWELL)
