Abstract

Norwich City Council's Environmental Traffic Management Policy, approved in March 1989, divides the outer area of the City (i.e. that part outside the historic City walls) into a series of environmental cells bounded by corridors. Action within the cells was ranked in priority order, determined by the incidence of personal injury accidents per cell. In May 1989, the North Earlham Estate was ranked first. Residents' survey data, 'Safe Routes to School' information and accident data were integrated with Danish, Dutch and German design details to produce a Traffic Action Plan for the Estate. Following further public consultation, the construction of thirteen speed ramps, five junction speed tables and associated traffic calming measures commenced on site (i.e. within the Estate) in March 1990. Christopher Chope MP, Minister for Roads, declared the North Earlham Estate the "First 20 mph zone in the United Kingdom" on January 21st 1991. The paper describes the development of the Traffic Action Plan through to construction of the traffic calming elements. The accident and speed reductions achieved since the introduction of the 20 mph zone are discussed, and comments made on the effectiveness of the traffic calming features used, including their design, and outline lessons learnt to date.
