Abstract

In July 1973 Article 24a of the Road Traffic Act became effective in the Federal Republic of Germany. Under this article it is an offense to participate in motorized road traffic with a blood alcohol concentration of 0.8(per mille) or more, or to use the road if the amount of alcohol in a person's body at the time of road use leads to such a blood alcohol concentration. It is difficult to assess the effectiveness of this law since its coming into force coincided with a seasonal decline in the number of alcohol induced traffic accidents which had already been observed during the preceding years. The question whether the law has reduced the number of alcohol induced accidents within the overall number of traffic accidents cannot be answered because no accurate information about the total number of traffic accidents is available for the study area of Central Hesse.
