Abstract

The author has concerned himself with the demand that has been raised in recent years to do away with the practice of withdrawing driving licences as a form of additional punishment. Dealing with the question of how the prevailing penalties of law affect traffic safety, he comes to the conclusion that penalties and driving licence withdrawal have only a limited effect. He considers an effective additional course in driver's education to be an appropriate method to be used towards modifying drunken drivers' behavior. He discusses the 'Mainz 77' model and Winkler's studies in this area. At the same time the author also shows the legal possibilities of introducing additional driver's education on a large-scale basis. However, he warns against the exclusive use of additional driver's education, recommending rather the inclusion of other methods of modifying driving behavior, in particular clear regulations pertaining to drunken driving offences, stricter surveillance and a related plan of education.
