Abstract

There is enough medical evidence and enough observations have been drawn from experience to motivate legislation towards establishing a limiting blood alcohol level of a maximum of 1.3(per mille) in the areas of sea and inland navigation. For the future, it is hoped that supervised adherance to a limiting alcohol level, in connection with a long term educational program, will have a regulatory influence on drinking habits, thereby making drunkenness while navigating a ship a rare occurrence.
