Abstract

The author attempts to define the concepts alcohol use and alcohol abuse in terms of the law in the German Democratic Republic. He establishes possible causes and effects and describes the reaction of the law. Alcohol abuse is the cause of serious forms of criminality. It does not adversely influence judicial responsibility. Alcoholism can excuse accountability. An important role is also played by the alcohol dependant conditions and their therapy. The traffic law in the DDR requires an unqualified alcohol prohibition in a given time before and during driving. An accident due to alcohol abuse is not subject to compensation. Alcohol intoxication may be a misfortune with regard to the criminal aspects and its consequences which may include admission to a mental institution. The attitude of the environment is essential for the rehabilitation of an alcoholic.
