Abstract

The author thinks that the proposal of different uniform promille limits (Blood alcohol 13,297) is a legitimate endeavour for the improvement of traffic safety. In face of the abundant injuries, for the capacity of work to be regularized more delicately (for instance deprivation of sleep), and the effects of small quantities of alcohol which in his opinion are individually very different he indicates that the definability of the alcohol concentration alone would not be a convincing argument for the establishing of corresponding facts of the case. He thinks the sociological alcohol problem so far is not well regarded. Instead of new experiments to become master of the things by means of the criminal jurisdiction, experiments which proved themselves always to be ineffective, he prefers a general experiment in the direction of an alteration of apperception and manner of behaving not yet sufficiently dealt with.
