Abstract

In order to decide on driver aptitude, alcohol abstinence is only necessary in cases where the applicant is either an alcoholic or if, his/her history would imply that a consistently controlled level of alcohol consumption may not be maintained. In order to decide on driver aptitude, abstinence from other drugs is only necessary in cases where the applicant is either a drug addict or if, his/her history would imply that a consistently controlled level of drug consumption may not be maintained.
