Abstract

Divisions of the European Union as well as both the lower and upper houses of the German Parliament have been dealing with one question since 1989. The question is whether driving a vehicle under the influence of alcohol should be dealt with as a punishable offence or an infringement of the law as soon as the alcohol levels reach 0.5 (per mille). The article deals with the procedures regarding this question.
