Abstract

For designing a framework for safety law system, we picked up potential issues on the following three aspects while collecting source information: 1) the collection and analysis of the data and the selection of the data providers; 2) the establishment of an incentive system for providers who voluntarily supply data; and 3) issues when the supply of information is made mandatory. Then, we develop option on those aspects and evaluate those options from the non-legal consideration perspective and the general law perspective.
