Abstract

This report records the steps which Member countries and other recognised bodies within the United Nations have taken to implement the U.N. Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power up to late 1988.
The report addresses various aspects of the treatment of victims of crime: recent trends in victimization; national initiatives relating to victims and the impact of the Declaration; the administration of justice and the victim; restitution and compensation; services for victims; the prevention of victimization; research and information; training and international co-operation.
The report concludes by emphasising the importance of rapid and complete implementation of the Declaration.
