Abstract

In this article, we describe the basic aspects of the development of safety policies in Spain from the time of the transition to democracy, with reference to the agencies involved, the issues tackled and the resolution of tensions between the different levels of administration. We then illustrate the changes in safety in a local area from the perspective of the city of Barcelona.
