Abstract

MORT (Management Oversight and Risk Tree) is the dynamic system safety concept and methodology that is central to the U.S. Department of Energy (DOE) safety program. This paper discusses basic MORT concepts and methods and explains MORT's use as an evaluative analytical tool; change analysis, barrier analysis, and unwanted energy flow are treated.
