Abstract

Managerial decisions concerning safety programs are often made using accident rates as a criterion of safety effectiveness. This paper describes a concept based on the Poisson process that may provide a better criterion of safety effectiveness than presently used accident rates. Results indicate this conceptual model may be more sensitive than accident rates in determining overall safety effectiveness and hazard reduction.
