Abstract

The Israel Defense Force (IDF) is under pressure to act fast to cut the defense budget after the collapse of Iraq. Israel is facing two levels of threats, ballistic missiles and suicide bombers. The threat from ballistic missiles in Libya or Iran puts Haifa, Tel Aviv and the rest of the home front on the front lines.
