Abstract

An alternative to randomized assignment to treatments in social program evaluation research is proposed in the form of randomized invitation to treatment. A procedure is suggested for identifying a subset of the uninvited control group that is maximally equivalent to those in the invited group who self-select into treatment in order to increase power to detect treatment effects on outcome measures.
