Abstract

The provision of urban public transport services are fast declining due to several factors relating to the present state of the national economy. Simultaneously, public transport demand is accelerating at a very fast rate for similar economic reasons. The paradox may lead to an urban mobility crisis unless urgent remedial actions are taken. This paper reviews the state of transport services in the major urban centres in Nigeria, together with factors associated with the emerging urban mobility crisis. Following a careful review of available urban transit options that could be instituted, a package of mass transit programme is recommended for tackling the problems identified. The management and operating procedures, and the specific roles of the different tiers of Government in implementing this programme are specified.
