Abstract

Throughout the seventies, Transport Canada sponsored various urban goods movement (UGM) research projects. The aim of the paper is to review the reasons why Transport Canada became involved in the urban goods movement research and to examine the lessons learned from the various studies. The paper reviews the reasons why UGM is a difficult issue to work with, specifically the conflicting and overlapping interests of society, residents, carriers, shippers, developers, municipalities and researchers. The paper also examines the possible ways in which a federal level government could become involved in urban goods movement either through an active role in competition, increasing efficiency and regulations or through improved planning and awareness. The final section of the paper systematically reviews the studies supported over the past ten years by Transport Canada and draws a series of conclusions based on the results of those studies. The paper closes with some suggestions for future research directions.
