Abstract

This paper, which is a summary of research that was carried out under the auspices of the Cairo University/Massachusetts Institute of Technology Technological Planning Program, reviews Egypt's development plans over the past 30 years. As a result of this review, Egypt's transport?influenced development goals are identified ? goals that are explicitly stated in, and are directly extracted from, the plan documents. The paper then draws a comparison between (1) the stated goals, and (2) specific transport policies, either the investment policies embodied in the plan documents or implicit regulatory policies and organizational procedures that prevail in Egypt. This comparison has provided the evidence to suggest that transportation investment policies are mainly consistent with the goals stated in Egypt's development plans; transport regulatory policies and organizational procedures, however, are not always compatible.
