Abstract

Transportation and development linkages have been recognized for decades. Apparently, however, there are few successful efforts of fully integrated transportation joint development. Although prohibited from joint development by its enabling legislation, MARTA has cooperated in joint development projects in Atlanta. This paper reviews development activities in six of MARTA's rapid rail stations. Among the growth management tools used successfully in Atlanta are (1) land assembly, (2) public underwriting of feasibility studies, (3) direct station connection, (4) property leases, (5) assistance with financing, and (6) creation of Special Public Interest Districts to support development.
