Abstract

According to the revised law for the Prevention of Spousal Violence and the Protection of Victims, a cooperative sagety network between the local government and civil sectors is required. This study advocates the training of volunteers for family counseling specifically for family violence, based on the idea that it is to have community social work through empowering communities. Giving basic training in elementary social work to civic volunteers, it became possible to manage a center of counseling with trained volunteers. As the result, the center started to function as a bridge between the families who need support and the local fovernment, as a practical way to meet the necessary cooperation between local fovernment and civic organization that is required by the revised law.
