Abstract

The purpose of this paper is to explore the influence of the "advocacy-coalition" or the "strategic partnership", which has formed over "women-related" policies in the United States. Specifically focusing on the efforts made by women both inside and outside of the federal government, this paper evaluates the enactment of laws such as the "Violence Against Women Act (VAWA) of 1994" and the "Family and Medical Leave Act of 1993". Policies such as "reproductive health and rights" and "child care" are also examined. The author, however, stresses the significance of the cooperation of sympathetic male members in the US Congress in successful policy making for women, given the scarcity of female members in that body. Once again, the key here is the cooperation between "insiders" and "outsiders" of the government, and the effort to draw sympathy among male colleagues by using the strategy, especially for the enactment of the VAWA.
