Abstract

The topic of bicycle helmet use has been under scrutiny for over 20 years, involving a number of aspects including safety, health, environmental concerns, human rights, enforcement, and costs. Enforced helmet laws have discouraged bicycling, and the health benefits of cycling are thought to outweigh the risks. With fewer cyclists due to legislation a key question is whether society benefits from such mandatory measures. In this research, a series of tests are set for helmets and legislation to determine if they do indeed provide benefits.
