Abstract

Effectively contesting the battle for perceptions to gain the consent of indigenous populations is central to success in stabilization operations. This article examines the current approach to modeling Strategic Communication and Influence in stabilization wargaming employed within the UK Ministry of Defence, found at present in the Peace Support Operations Model suite. It describes the options for enhancing the representation of Strategic Communication and Influence at the strategic, operational and tactical levels, blending human--in-the-loop and computer-based approaches, concluding with an assessment of the future challenges and opportunities in this field.
