Abstract

This paper reports on a project whose aim was to develop a performance measurement report on the 'prevention system' in the Canadian province of Ontario. The prevention system consists of the public and not-for-profit sector organisations concerned with primary prevention in occupational health and safety (ie Ministry of Labour, Workplace Safety and Insurance Board, 14 health and safety associations, and a research institute). Senior decision-makers from all these organisations comprise the membership of the Occupational Health and Safety Council of Ontario.

Potential performance measurement concepts were identified by reviewing the strategic priorities of the Occupational Health and Safety Council of Ontario and applying theoretical principles and common practices of organisational performance measurement. A survey was conducted to determine the preferences of the Council's members. The initial list of measurement concepts were reduced in number, based on stakeholder preferences, data availability and performance measurement principles. Indicators corresponding to each of these concepts were derived using research and administrative data available in the prevention system.

Twenty-one potential performance measurement concepts were initially identified and were subsequently reduced to 10. A report of indicators measuring these concepts is now being produced annually.

This study demonstrates how a performance measurement report on an occupational health and safety prevention system can be developed through the application of current performance measurement theory and practice. The process described here could provide a model for others.
