Abstract

The terms 'health' and, especially, 'welfare', together with their accompanying duties as enshrined in the UK's Health and Safety at Work etc Act 1974, are so poorly understood that one must doubt that they have any real functional value. This paper argues that a debate is needed to give them practical utility.
