Abstract

No governance project is complete unless it includes a concern for the ethics of the proposed actions and a concern for the way that recipients of the proposed actions will be treated. These concerns apply in particular to projects involving underprivileged groups such as immigrants, asylum seekers, Indigenous population and people displaced in disaster situations. This paper illustrates the ethical concerns of the people displaced by the hurricane Katrina which took place in the US in August 2005 and which, to this day, plays havoc with the lives of those affected.
