Abstract

The article discusses the major objective of traffic engineering in the Arkansas State Highway Department: to secure the maximum safe and orderly use of the existing road facilities for vehicle and pedestrian movements. One of the main emphases is the dual personality of people: when they are behind the wheel of their car, they behave and think as a motorist; yet, once the motorist reaches his destination and parks the car, he becomes a citizen that thinks traffic control, pedestrian movements, safety of his children on the way to school. Thus, traffic engineering must be personalized and appeal to the dual personalities of the citizens.
