Abstract

In July 1991 eight of the nine separate vehicle regulatory jurisdictions in Australia signed an historic agreement whose aim was to improve both road safety and transport efficiency and to reduce the cost of administration of road transport. This aim makes imperative the provision of uniform road transport regulations throughout Australia, and the agreement provides for the establishment of a Ministerial Council and a National Road Transport Commission (NRCT) to be responsible for the establishment of such uniformity. This paper describes how the new arrangements will work, and describes some of the initial work of the new Commission. Special reference is given to the establishment of: a) charges for heavy vehicles, including access charge, diesel fuel excise; mass distance charge and permit fees for particular vehicle categories; b) technical standards and codes of practice; and c) registration and licensing.
