Abstract

This article uses as a frame of reference the attempts to reform urban policies undertaken in Morocco in the 1990s and attempts to explain how new modes of governance, which are more democratic and more concerned by the social effects of urban interventions, can be implemented, the possibilities and difficulties encountered during their implementation, and the various kinds of "limits" or obstacles that impede the generalisation of their positive effects. In particular, this article emphasises the frequently excessive tensions and gaps between the various partners and the projects conceived, as well as the constraints that hinder the improvement of living conditions in cities today.
