Abstract

This article offers some thoughts on institutions and evaluation of transport policies and projects. In light of the growing complexity of the institutional system and the emergence of local and identity‐based demands in an increasingly pervasive European Community framework, the article recommends both renewed procedures based on "assent" for dialogue and expression and an understanding of choices based largely on system dynamics.
