Abstract

The work zone traffic control plan should be designed on the assumption that motorists will reduce their speed only if they clearly perceive a need to do so. After it has been determined that reduced vehicle speeds are desirable and practical, it is necessary to select a speed that is reasonable for the conditions. Speed reduction can be accomplished by using one of 2 methods: reducing the regulatoy speed limit, or warning of the maximum advisory speed. A common procedure is the use of an advisory speed plate (MUTCD, Section 6B-34) in conjuction with a warning sing to recommend the maximum speed for traveling through a hazardous area. Hand signaling devices can be effective in controlling and reducing the speed of traffic through work zones. However, police officers have been documented as being significantly more effective in reducing speeds. State and local departments of transportation are encouraged to make special contractural provisions for inclusion of police officers in traffic control plans.
