Abstract

Intelligent vehicle/highway systems (IVHS) are currently the subject of much research and discussion. For those systems to advance to being actual tools requires that a series of steps be taken to develop, test, implement, and operate these advanced systems. The recommended steps include: (1) development of a national strategic plan; (2) creation of an IVHS coordination organization for North America; (3) development and implementation of policy, legislative and funding programs; (4) provision for international cooperation; (5) establishment of standards; and (6) provision for a continual exchange of information.
