Abstract

It is described how mast-mounted signal heads and all-red intervals impacts safety. Twelve months of accident data for the before and after periods for six intersections were reviewed in detail. Significance testing is described, as well as the benefit-cost ratio used to conduct analysis of the project. The study details are described, and the results are presented. The upgrading of the display of signal heads by installing mast-mounted signals on wide streets and installing all-red intervals was found to be a cost-effective improvement that successfully reduced the number of accidents at intersections. This measure gives large safety benefits when it is implemented at signalized locations.
