Abstract

The subject of tort liability arising out of the design, construction, operation, and maintenance of highways is noted, and it is described how the Michigan Office of Highway Safety Planning (OHSP), launched a Highway Risk Management System program two years ago. The program consists of the following: the development of a risk management methodology; the development of a user's guide to assist local agencies in implementing risk management; development of a 1-hour risk management awareness program for local government policy makers and elected officials; the development of a half day training program on implementation of risk management for local agency supervisory staff; and follow-up assistance in implementing risk management. This article describes the risk management system, the information flows for a comprehensive program, and the implementation of the system. The potential benefits of the system are also discussed.
