Abstract

The results of a literature study on the above subject are discussed. It is noted that the most authoritative article on the subject is in the June 1980 'Public Roads' which concludes that power failure at signalized intersections is a minor problem, and that the number and severity of accidents do not appear to increase significantly. The most extensive application of backup power was at one time in place in Metro Dade County, Florida. An article in the February 1981 ITE Journal concluded that alternative power should be provided to busy intersections and that selective switching of utility power should be provided to busy intersections and that selective switching of utility power could be accompllished with the development of specific signs of right-of-way during unscheduled power outages. The recommendation is made that, where applicable, a state's vehicle laws be amended to cover the operational problem resulting from power outages and/or inoperative signals.
