Abstract

Red light running is a major contributor to traffic accidents. This study seeks to confirm that the traffic signal phase-change interval equation recommended by the Institute of Transportation Engineers (ITE) provides optimal estimations from the perspective of overall intersection safety as well as from the vehicle dilemma zone. The computerized surrogate safety assessment model developed by the Federal Highway Administration is used to measure the frequencies of vehicular conflicts. Findings show that the maximum improvement in surrogate safety benefits typically occurs within phase-change intervals derived from the ITE equation. The results also show that the phase-change interval affects individual vehicles in the dilemma zone, as well as overall conflict events in the tested intersections with three levels of traffic volumes and ten levels of different vehicle arrival patterns.
