Abstract

This article describes a traffic signal enhancement project in Pennsylvania that covered 6 municipalities and involved 22 intersections with an average of 18 signals. The primary objective of the project was to achieve a decrease in travel time for motorists through the provision of more efficient local and system timings, upgraded and reliable equipment, and better visibility of signal indications through the installation of light emitting diode (LED) signals. Additional goals involved using more cost-effective and energy efficient equipment as well as striving for interagency and multi-municipal cooperation. The article details the reasons for replacing the incandescent traffic signal light bulbs with LED indications and the resulting cost savings. It also describes how the efficiency of the system timings was increased through the installation of new master controllers and the integration of fiber optic systems with supplemental spread spectrum radio transmission.
