Abstract

The experience of three agencies in crafting comprehensive snow and ice control plans and policy documents is described in this article. The benefits of written plans include the fact that they require managers and supervisors to plan ahead; that everyone is agreed on the required steps; that exposure to tort liability is reduced if there are reasonable, resource-driven goals; that there will be a clearer public understanding of operations; and that it provides a continuous forum for training and improvements.
