Abstract

This article examines the costs of rebuilding after natural disasters strike, and the importance of building standards set by the National Flood Insurance Program (NFIP). James Lee Witt, FEMA Director, is undertaking initiatives to reduce federal expenditures related to disasters. His initiatives include increasing the role of local and state governments in managing hazards and building disaster-resistant infrastructure and communities.
