Abstract

When an informal survey of Hartford, Connecticut's streetlights revealed open hand holes in several light poles, city officials launched a 45-day project to seal the shafts. On streetlight models that feature hand holes, missing covers can leave wiring accessible to children. Workers installed new covers, usually the same type covers that were missing. However, the largest covers that were most valuable as scrap were replaced with steel to help prevent vandalism. Additionally, the city used a universal plastic cover for poles with damaged screw tabs. The plastic covers have no resale value as scrap, and, since removal requires a special tool, vandals are not able to easily steal the product and damage the lights.
